- Cartel - A formal (explicit) agreement among firms, usually agreeing on pricing, product output levels, allocation of customers and territories, and the division of profits. In the drug world, read "Narcotics Trafficking Organizations" for "firms." Drug cartels have the primary purpose of promoting and controlling drug trafficking operations.
